Internal Controls and procedures are designed to prevent and hinder cheating and theft both internal and external. A professional staff that follows its own casino internal controls and procedures discourages outside theft and cheating, because the bad guys can't get away with crooked activity. Professionalism also discourages internal theft and cheating because a crooked individual is uncomfortable and knows he is less likely to get away with his crooked activities, and soon departs to find another place less professional.
