In the world of casinos, in the Pits, Slots, Cage, Count Rooms, and all other areas, there is no concept more powerful in the prevention of losses to casino assets than adherence to procedure.

Two other forces, nearly as powerful, contribute to this. The first is alert supervisory staff. The second is understanding of procedure on the part of everyone concerned.

To fully exploit this powerful concept from our eye in the sky, it is important to understand the actual purposes behind procedures, both in the general sense and in the case of each particular procedure and type of transaction that we watch. . . .
