Casinos require internal controls and procedures in order to maintain control over their personnel, assets and liabilities.

The first thing that must be examined is whether personnel actually follow established procedures, and if not, why not. Of course, procedures that are not followed by staff are completely ineffective.

There are a number of reasons why personnel do not follow any particular procedure:

  • 1.  They do not know the procedure to begin with. This occurs because the procedures have never been published, or because staff have never been trained in them.
  • 2.  They have never been told or figured out for themselves the purpose of the procedure, or of procedures in general. . . .
